One character can't be reorganised on the pin list, not-pinned characters can't be reorganised

One of my characters at the bottom of my pin list can't be moved out of the pin list, or even elsewhere in the pin list. No idea how to resolve this.

Additionally, I used to have my not pinned characters in a particular order, but can no longer seem to get them into the order I want
