Suggestion: Third colour shade for "updated to", to indicate a lagged (but not stale) metric

Where a measure is lagged but is still being reported on time - that is, it's not 'stale' - we could use a different colour shade to indicate this.

Human Input Needed

A design decision is needed before this can be implemented:

1. What specific colour/shade should be used for the 'lagged but not stale' state? Should it be derived from the existing two colours, or specified independently?
2. Should this be a fixed colour in the package, or configurable by the report author?
3. How should this interact with the allowable_days_lag field — is a metric 'lagged but not stale' when it is beyond its normal update frequency but within allowable_days_lag?
