/Claim Here not working

Issue Description:

When doing land claims with /claim here, there is some issue that seems to be causing said claims to not stick. I logged in at 9:30 cst, began claiming land around 10:40, logged out at 11. Nearly 30- 40 subchunks claimed with /claim here did not stay claimed.

What happens:

When using /claim here, the subchunks claimed do not always stay claimed.

What you expected to happen:

I expected the chuncks/subchunks to remain claimed

Steps to reproduce:

1. do /claim here
   2.log out shortly after
   3.log back in after some time and find chunks not claimed potentionally.
   ...

Affected Versions (Do not use "latest"): Replace with a list of all mods you have in.

I think this might be a forge related issue rather than here, but I will continue testing. in my limited testing, I was able to get this bug to occur with claiming, if I claimed an area, then quickly left it. When the server saved the chunks, it did not save the claims.

Normal saving of the chunks did save them however...
