[BUG] Make copilot persistent outside of dashbaord layout system

bug: currently the copilot access is a widget part of the dashboard layout, when copilot edit layout, copilot widget might be removed and session will close.

fix request: make copilot persist on the page as part of the global-nav layout and is accessible on every page not just `dashboard` page
