No Capability for "Whitelisting" Ratings or Measurements #1583
Description
We need the capability of controlling what ratings curves and measurements are publicly accessible in CDA. This feature currently exists for timeseries via timeseries "whitelisting," by adding timeseries IDs to specific Time Series Groups.
If we are using the database to do forecasts and otherwise use CWMS for our WM operations/decisions, then there are bound to be things in the DB that are innately not for public consumption (something akin to working files). We need to be able to ensure those values don't make it to the public.
