Some state laws contain the Text "CLICK TO," although there is no link or content there.

Here while parsing we did not remove the text even though it does not have a reference link.
Please advise us as if we can remove such text which does not point anywhere.

@glevita-uc , the better practice here is to direct the person to the possibility of additional source material. Maybe add a (no file) indicator instead?
