Allow users to top up by scanning a QR code physically attached to their meter.

Acceptance Criteria:

[ ] QR content format: utility-drip://topup?meter_id=123.

[ ] App handles Deep Link.

[ ] Pre-fills "Meter ID" field on Top Up screen.

[ ] User confirms amount and signs transaction.
