Alternative to #26344
This refactors the
get_block_wrapper_attributesto get the data it needs from the parameters instead of thecurrent_parsed_blockglobal.It fixes an issue with updating the
current_parsed_blockglobal value with inner blocks for the plugin, in accordance to what we did for WP core at #26291 (ported over at WordPress/wordpress-develop#626).
