Should be able to run outside of the app-services tree

Currently testing a change in a-s-dev requires:

~/code/a-s-dev $ cargo build
~/code/a-s-dev $ cd ../application-services
~/code/application-services $ ../a-s-dev/target/debug/asdev

Would be nice if I could avoid this.
