maintenance: add a script to extract out breaks and save to a report

Create a script to extract out breaks from the code and save to different formats: csv, json, html.

The csv can be used to run analysis - e.g. create pivot tables to identify coverage WCAG criteria.

There is already logic that creates an HTML page as part running in development.
