Administration - Level Configuration

As a system administrator
I want to be able to configure the number of levels allowed for one player to challenge another
So that I can change this value if we decide to increase or decrease the levels allowed

Acceptance Criteria:

• System will allow the number of levels to be configured
• System will automatically apply the new number of levels upon configuration setting
• System must have a levels value
