Let users set a "target force cost", then show how much is unused with the current force

Users might want to create forces of a particular force cost. It would be nice to be able to enter this into the app and then see how much is left while they work on their force. Going beyond the planned force cost might be visually indicated, e.g., by highlighting the force cost and potentially the last-added units red.
