Create an image which supports python 3.10

What the title says. Release a new version of Memorious that supports Python 3.10

• Memorious' Dockerfile says FROM followthemoney:latest
• ftm is on Ubuntu 22.04 and uses apt to install python3
• Ubuntu 22.04 has python3 version 3.10-4

root@210e79ce8ef8:/memorious# python3 -V
Python 3.10.6

Unless I'm mistaken all we are missing is a release of memorious so the docker hub images get updated. I'm not sure how to do that, perhaps @brrttwrks can help?
