RELEASE V 27.0 -- ARE we ready?

I'm THAT EXCITED about this but don't want to jump the gun. When we merge #476 it will trigger the first deploy in 3 years to npm. yes THREE!!

@JimMadge @jdalrymple @JoshuaKGoldberg @Berkmann18, what do you all think about this? Good to go, or should we do some more sanity testing first?

We could also do a pre-release I just need to learn about how that works with NPM. Let me know what you all think.
