docs: mention `ngrx-toolkit-openapi-gen` in a community section

We just got a fantastic Christmas present from my colleague Murat Sari, aka
@wolfmanfx.bsky.social🎄

An OpenAPI generator that creates:

✅ an NgRx Signal Store
✅ with Resources
✅ and Mutations
✅ based on a Zod schema

On top of that, the generated code is genuinely beautiful – which is not something you usually see with code generators 🤩

Ay Michael, we could either create a new section in the docs which we call community or two sections one addons and another community content (for blog and videos)

That would be good to have, and debut with this. I have had my own ideas for content to share, so once we create this and spotlight the package, then I can help fill the section out and look for other community content.

Note: we did mention the ngrx-toolkit-openapi-gen in the v21 blog post: https://dev.to/ngrx-toolkit/ngrx-toolkit-v21-4l46. We still need to implement the community section, but I thought this was a relevant happening.

@wolfmanfx to be honest I haven't fleshed out the particulars of a page or where it would go. Are you thinking of just a mention in some community page that is just like the v21 blog post's menttion of the generator? That would be what I would do then, and can get that up for review.
