Dragging the items in the toolbar actions screen is buggy

• This bug does not occur in the latest version of Anki Desktop

What are the steps to reproduce this bug?

1. Go to settings -> new study screen -> toolbar actions.
2. Drag an item all the way to the top as in the recordings.

• Sometimes, items get outside the part they were in.
• Sometimes, you get duplicates and everything is messed up.

Expected behaviour

No duplicate items and everything should stay in the same position except for the item being dragged.

The first bug also happens in the card browser's "Manage columns" screen. I couldn't reproduce the second bug, probably because of the smaller number of items.
