Setup Integration Testing

Integration testing is required to verify correctness. Enabling integration tests involves closing the attached sub-issues. See also:

I've also put off setting up Crossbow / Conbench because that's only useful once Arrow Erlang is stable.

It's a good idea that you split this task to multiple subtasks.

apache/arrow#49423 is a PR when I added an integration test for Ruby but it's too large... It's not reviewable...
