Revert "Fix template size for managed storage / refactor cloud-install-sys-tmplt and createtmplt.sh (#3346)"

This reverts commit 6946f41 because it
adds regression to deployment and testing. Testing against VMware, KVM
and XenServer confirm failure to deploy an environment where systemvms
don't come online.
