follow up issue for #12770, to add default parquet column statistic enable config flag

We need to add support to configure Iceberg table's default parquet column statistics enable flag after parquet-java module is upgraded to include fix for apache/parquet-java#3188.

This is discussed in #12771.

The parquet version is 1.16.0 now, so we can move forward with this config.
