Take over `spark-connect-rs` and Update Crate

It's been over a year since we've (mostly because of me :) ) have made an update to this crate on crates.io.

The current crate is still pointing to the resources in the "old" code base under https://github.com/sjrusso8/spark-connect-rs. We need to update the Cargo.toml to reflect the new repo, and update the github action so that releases can be published from this repo.

Nice to meet you.
A few months back, I saw your crate spark-connect-rs was not being updated and started working on a crate of my own: spark-connect. I was trying to start from a very specific use case - SQL execution - and work from there...
But I just found this repo and was wondering if apache would be interested in taking over the spark-connect crate namespace! I think I'm managing to achieve some pretty valuable work with spark-connect.
I don't have much of the API covered, but am confident in what I've covered so far.
There's a bit of WIP atm.
What do you think? Are you guys interested?
