Publish impit CLI to Crates.io

Indeed, this would make the installation process of impit CLI easier. Unfortunately, at this point, we're using the Cargo dependency overrides quite extensively, which means we'd have to publish all the forked packages to crates.io too. This adds more overhead for any change we'd want to make, be it in the dependencies or the library itself.

Note that you can download the built CLI for your architecture from the GitHub Actions artifacts - see e.g. here: https://github.com/apify/impit/actions/runs/14733794697 . Let us know (or even shoot us a PR) if you'd like to see prebuilt binaries for other architectures/systems.
