Owners and Maintainers

I would like to start a formal thread on understanding the owner and maintainer process of the aurae runtime project.

In my opinion this is one of the most critical topics that will set our beloved project on a bath to success or otherwise.

Some basic topics that will need to be addressed

• Documenting owners of repositories, and enabling GitHub functionality. EG: OWNERS files.
• Documenting the process of becoming a maintainer.
• Defining the rules and expectations of becoming a maintainer.
• Defining the rules of becoming "un-maintainered" in the event you turn out to be a less than desirable leader.
• Defining the relationship between governance and maintainer.
• Defining rules for good-standing maintainers that are no longer active but can be called upon arbitrarily. EG: emeritus.
