question(bin): Remove Builder Binary Author in Build Script

Description

In #460, the build script for the builder binary was properly hoisted from the op-rbuilder crate into the bin/builder binary.

But since we've updated releases to be cut via github actions, we're wondering if the git commit author is useless if the github actions commits the release using it's noreply email.

Essentially, this ticket is to track after #460 lands and the first builder binary release is cut, if the git commit author is recorded as github actions info. If so, we should remove the git commit author info from the build script and close out this ticket.
