Watch file change outside sublime with corresponding sync.

Is there way that when a file is changed locally and you have sublime text open this plugin will detect this change and automatically sync this file to the server instead of having to manually sync the file? I find this would be useful if I am using SASS to manage my CSS files and am utilizing a watch paramater.
