[FEATURE]: Allow sending of server-switch messages to all players. Even when players are on different servers

Hello,
I've suggested this on discord and beanbeanjuice said it certainly was an option. So here is the official request :)

Currently when players switch servers the switch message is only sent to players that are on the server that the other player left from.
I would love it to be a configuration option to send that message to all players on the proxy. Even when they are not on one of servers the player switches from/to.

Maybe it could be a secondary config option to only show the message if players are actually on one of the 2 servers the players switches from/to

I disabled vanilla join/leave messages because I use the network messages from SPC. This makes it unknown to people that someone switched to their server or switched between servers in general.

Seems like this was marked as a bugg by another user in #234. As I understood from beanbeanjuice from discord it's currently intended behaviour.
