web: redesign the NOAA chart selector + UI spacing cleanup
Turn the Charts view into a dedicated selection map and rebuild the
chart-picking UI:
- Charts mode hides the ENC render (chart-* layers + no-data hatch),
shows the basemap + cell boxes, zooms out to the full coverage extent
(percentile-trimmed so outliers don't strand the view), and arms
box-select by default with a Pan/Select toggle.
- Curated region quick-picks (8 named bbox regions) as toggles that
highlight in place without moving the map, plus a Reset link.
- In-panel cell search + a detailed, clickable cell list: click a cell
to highlight + zoom to it and expand its info (band, scale, edition,
issue date + freshness, size, NOAA region).
- "All charts" control to jump back to the world view.
- NOAA data-freshness footer (catalog date + chart count).
- Collapse the on-map search behind a tab.
- Selection now reflects what's actually downloaded by default
(bake + downloaded regions + imports), ignoring stale localStorage.
- Don't persist the selection framing, so a refresh resumes where you
were viewing charts; guard boot framing from yanking the selector.
- Drawer-header spacing fix (was overlapping the close button) and the
doubled "On this device" divider.
