Describe the bug

When towncrier fails in a PR's CI, the link is https://beeware.org/contributing/how/process#change-notes, but it should probably be https://beeware.org/contributing/guide/how/change-note/

How to reproduce the bug

1. Create a PR with a change in it
2. Neglect to add a change note
3. Note the towncrier error message

This is a side effect of our recent refactoring of our contribution guide. However, the fix will be in our .github repository, as that's where the implementation of our common action tooling lives. Transferring to that repository.
