How to reproduce:
Use Linux system to create a file or directory on Ext4 disk with name containing multi-byte encoding characters.
For example,
A file with filename containing emojis.
And read it back in Windows File Explorer (or other File Managers)
Expected result:
A file with emoji filename.
Observed result:
A file with name containing dots "..." only.
