webui updates too often when downloading

the webui is when downloading is hard to interact with due to the number of updates it is doing, the progress bars also seem spastic. this seems similar to the cli version constant flashing.
doing more than a few updates a second is probably too much, reducing it to 2-5 (max 10) updates per second would be nice.

2.3.3 did improve it, I can usually cancel a download in 1 or 2 clicks.
I think the downloading flashing in the web ui and the cancel button being hard to click is that you are updating the entire download div instead of the individual items inside of it.
