[BUG] Clear current service state on browser "back" button press

Bug description:

When creating a new service within the same browser session, the “Näidisküsimused / Service examples” field is automatically prefilled with examples from the last edited service.

The issue occurs specifically within a single session scope (no page refresh / no hard reload). Form state appears to persist between service instances.

Expected behavior:

Each new service must initialize with a completely clean configuration state within the same session.

• No example questions carried over
• No residual form state from previously edited services
• Form model must reset on “Create new service”
