Fix OpenAPI Check

See #25, the check did not fail, even the openapi was not correct.

The logs show: `Error: Resource not accessible by integration', but still finishes successfully.

Maybe an update to the latest tag of the spectral action already fixes the issue.

Is it possible due to a author which is first time contributer?

In that case the triggers need to be manually triggered as well.

This may be true, I think the actions need permissions to add the annotations to the file.

Maybe we need to look at another action, this bundesAPI/api-doc-template#6 is also still open.
