Why does this need an LLM API key?

The overview and "How it works" (including the Technical Architecture) NEVER mentions another LLM in the mix. https://docs.byterover.dev/cipher/overview

I've already got one i'm running with Cline in my IDE, now you're wanting me to send my context out to another one and arent documenting why or what's being done with that data? The embedding models, i get, but why do you need another LLM here?
