COS AWS: Juju Controller Bootstrap Timeout #223
Description
The just apply_infra workflow fails during the Juju controller bootstrapping phase on AWS. The process hangs and eventually times out after the controller instance is provisioned but before the API becomes reachable.
Contacting Juju controller at 98.93.253.160 to verify accessibility...
It might be related to the newer juju 3.6.19 or 3.6.20
