Resources page layout

As a user I want to be able to navigate to community resources page and see the page layout.

ACs:

• I am a user of any access level
• I see "Resources" button in navigation menu (both desktop and mobile version)
• I click on Resources button and am navigated to Our Resources page
• On Our Resources page I can see the following elements (refer to design link below):
  --- Page title :Our Resources"
  --- Divider element after page title
  --- Section titled "Recommended tags" on the left side of the page with unique tags (tags design the same as on Mentor Profile page)
  --- Placeholder for resources (just empty
  elements for now in 3 columns and infinite scroll
  --- Footer component at the bottom of the page
  --- Resources button in the Footer should also redirect user to Our Resources page
