HID type + shred management (investigation needed)

NOTE: need investigation for a mechanism for internal built-in modules (e.g., the HID mechanism, which is chuck code) to exist in privileged mode, both in the type system and any mission-critical shreds to keep alive

@gewang Thinking out loud this question: If a .ck file is run/loaded during chugin instantion (from the /chugins) folder, is this resilient to clearVM? If so, we can just upgrade HID and relevant hacked classes like Accel/Gyro to a "chugin".
