Ensure UTF Support in Report Generator

The report generator currently outputs text in ASCII, which may cause character encoding issues when processing reports containing non-ASCII characters. We need to update the generator to support Unicode properly to ensure correct rendering of international characters.

A/C:
Ensure generated reports support UTF-8 encoding by default.
Test with datasets containing multilingual characters.
Verify correct rendering in different output formats (JSON, XLSX)

@gerrycampion yes, I will finish it. I wrote tests back in December so will just need to merge everything with the latest main branch. I will do it later this week.
