I am not aware of a way to represent external dictionaries in the DDS. These are dictionaries that are represented as external codelists in Define-XML. For example, dictionaries like MedDRA and WHODrug need to be represented in the DDS.
If there is a proposed way to do this using existing elements in the DDS model, let me know. Otherwise, we may need to extend the model.
