Openaddresses has address point data available from an arcgis rest endpoint. Its coverage = 948,084 points / 884,605 housing units == 107%.

I'm not sure where Openaddresses found the rest link though or how to get there.

I have also found a geocoder for West Virginia, however, it says that the data that it uses is not available.

Couldn't hit the geocoder.

The acrgis endpoint has data that contains an address label, which seems to a numeric reference for street names, instead of street names and is there for not useful to us in its current form.

This data is used for a geocoder as such, they must be holding the address names somewhere. However, the site explicitly states that they will not release the data behind their geocoder. As such, I am disconnecting the milestone.
