Created Ipython Notebook companions for Chapters 3, 9, 10, 11 and 12

So I've forked your GitHub repo and created a small iPython Notebook called «GeoProcPy-Ch3-VectorData.ipynb» and shared it on my GitHub account: https://github.com/ClaudeCoulombe/osgeopy-code with some additions and modifications in order to make the code working.

I will withdraw the notebook if that offend you in any way.

Chapter 11 - Map algebra

I've got an error with scipy.stats.binned_statistic that I was not able to correct by now. I've also difficulties to understand the zonal analysis stuff and particularly the histograms that it should produce.

Chapter 12 - Map Classification

Probably my last companion IPython Notebook contribution since I'm mainly interested by raster data processing. This one about chapter 12, map classification called GeoProcPy-Ch12-MapClassification.ipynb, On my GitHub: https://github.com/ClaudeCoulombe/osgeopy-code

I've got an error with sample = data[rows, cols, :] for which I've found a patch. It was a problem with fractional pixel offset.
