Resolve or add `@noinspectionreason` comment to all `@noinspection` suppressions

Added at #614, we need to do a few inspections at a time and send PRs to either fix violations, or explain why they must exist in the codebase.

@nrmancuso Is this issue for this repo? Which sub-project? I see noinspectionreason in releasenotes-builder code. Is this just to see if the suppressions can be removed now?
