Plan

1. Visit the OpenSSF Best Practices project page above.
2. Address the remaining ~3% of criteria still marked incomplete.
3. Once at 100%, the badge tier promotes from In-Progress to Passing automatically.
4. The next Scorecard scheduled run will pick up the new badge state.

Acceptance criteria

• Badge state transitions to `passing` on bestpractices.dev
• Scorecard CII-Best-Practices check scores ≥ 7/10 on next run
