Setup static export fixture as an E2E in pipelines

A static export fixture was added for use in manual testing as part of the pre-render pipeline pull request.

We should look at adding a E2E tests using the fixture, and wiring it up to be deployed.

It would be nice to turn on pre-rendering for some of the other apps in CI at the same time.
