Support for ARM added and removed from CredHub CLI

We noticed that M1 Silicon Support was added to CredHub CLI in November 2022. At that time, the Homebrew dependency on x86_64 chip architecture was removed in this commit. Then in later in December 2022 a pipeline commit re-introduced the dependency.

It seems like this change was unintended. We'd be happy to make a PR to the CI source, but we don't know where this source lives. Can you help direct us?
