[Feature Request]: Draggable rows in Table component

Description

You can provide the Table component with additional options to rearrange rows (similar to the column rearrangement options in the CollectionPreferences component or sortable in the List component).

I found a similar request (#2658) but this feature is still not available. I hope to see it soon in the near future.

The need to have a re-arrangeable table rows is clear, but this task is currently not in our roadmap due to high complexity and low demand. We will keep this request open and consider it when prioritising the feature, but I cannot give any estimates, even approximate, at this point.

As a possible workaround, you can consider adding arrow icons buttons to table rows to make a custom version of the reorderable table, similar to how the list component works when using single-click reordering.
