Make android act like a beacon

Based on [this stackoverflow](http://stackoverflow.com/questions/19602913/can-an-android-device-act-as-an-ibeacon/19606979#19606979) a tried to implement this [android-beacon-library](https://github.com/AltBeacon/android-beacon-library).
A had some errors with the BluetoothLeAdvertiser so i think my devices do not have BLE.
Do you want to give it a try or do we have to think for another solution?
