Re-enable Moving Issues between Repos

Request from users:

Previously, Codetree allowed users to move issues between repos. It would be helpful to have this functionality back.

Product Notes:
essentially the original Codetree "move issue" functionality copied an issue to another issue and closed the prior issue. This functionality existed prior to GitHub having their own mechanism for moving issues. GitHub released a transfer issue mechanism that creates the new issue and provides a permanent redirect when referencing the old issue. There are meaningful benefits to this approach and sense and CT intends to follow this going forward.
