API: provide project tech stack info

Part of Epic #2

This ticket involves updates to the sample.json file as needed, addition of the route(s) to the api yaml spec as needed, and addition of related notes to enable the api to provision data related to the tech stack used by a project.

Acceptance criteria

• updates to data/sample.json to include sufficient data & relationships for describing a project's "tech stack"
• updates to the api yaml spec / addition plus any needed entities in the api components block
• updates to route handler(s) logic as needed
• addition of passing tests for introduced route(s)
