Maintaining two parallel implementations created "where do I put this helper?" ambiguity for the upcoming D10/D11/D12 fixes (all of which add new helpers to `repness.py`) and obscured the structure of the production path. Foundation pass before D10/D11/D12 + PR 14b/14c.
