Why need this Task?
Task Description:
- {}complyctl-action{}{}:{} Create a composite action that:
- Authenticates using a GITHUB_TOKEN with metadata read permissions.
- Runs complyctl against the local Gemara policy file.
- Output: Generates a Job Summary (Markdown) showing which rules passed/failed directly in the PR UI.
