I saw several good JIRA command-line tools out there:

• https://github.com/drn/jira-cli
• https://github.com/godmodelabs/jilla
• https://github.com/germanrcuriel/jira-cmd
• https://github.com/chaseconey/jira-cli (in PHP)

But they all were written either in NodeJS or Ruby. I think it's time to write a tool on the PHP based on Symfony Console component.

And there is a feature that all of them lack: ability to download attachments.
